I dont think CCP likes to work in absolutes, but boosting cap regen to the point where its able to keep up with a single tank module (Large shield booster for example).

With the upcoming speed nerf the minny CS will lose a good deal of there tank as well, sit a minny command ship still and it dies =/

I find the tanks on them normally quite decent, damage is so so, but yes they arent the 50-70 million isk better than a Tier 3 BC. Although if CCP wants to kill them off itb be a shame.
